Q: Can a PDP be qualified as completed even if not all targets were met due to various reasons and not all activities being done due to downscaling of the project, if it was done with a 'best efforts' approach? A: If at the time of submission of the Final Programme Report (no later than 30 April 2025), the activities of the PDP described in the Annex II of the Programme Agreement are not all finalised, then the project should be marked as 'partially completed'. There will be an assessment of budget spent on the project and the activities completed in order to determine the final grant that is considered eligible.
We emphasise that in terms of assessing the programme/project results, a 'best effort' approach will be taken. Was this article helpful?
